Service structure of ET Cadre was framed in 9th year of service 2004 as under:
\nREGULARIZATION OF GRADUATE ENGLISH TEACHER IN BS-14 WITH FURTHER MOBILITY IN BS-16.
\nabove recommendations were passed by 11 members committee of S&GAD (Regulation Wing) held on 15.6.2004 with amendment in rule 7 of SST BS-16 as 7-A for ET cadre.
\nPassed Recommendations of committee held on 15.6.2004 were approved in letter dt.08.7.2004.
\nS&GAD (R. W) issued notification on 28.7.2004.
\nas per documents of service rule committee 15.6.2004, appoval letter o8.7.2004 and notification dt.28.7.2004
\nEnglish Teachers Punjab were regularized with upgradation in BS-16.
\nSED didnot implement “WITH FURTHER MOBILITY IN BS-16” in true letter and spirit.
\nIn 10 years from 2004 to 2014 notified service structure was not implemented.
\nin 2014 notified service structure 7-A was repealed malafidely.
\nA great blunder was made in so-called Teachers’ package 2007, When ET cadre by recruitment in 1995 in BS-14 and by approved & notified service rule 7-A was diverted and demoted in lower, junior and nongraduaten cadre BS-9 with change in nomenclature as EST English.
\nBehold! When ET cadre was recruited in BS-14 with prescibed qualification B.A. 2nd div; B.Ed.\/ C.T. 2nd div then EST was recruited in BS-9 with prescribed qualification 5 categories (S.V., O.T., DM, PET, & Technical) Matric.; Diploma.
\nArabic Teacher F.A with arabic as elective subject; ATTC
\nEST with F.A.\/ F.Sc 2nd div; C.T 2nd div
\nIn 2007 EST all categories were in BS-9 when ET cadre was merged.
\nwhy service rule 7-A “WITH FURTHER MOBILITY IN BS-16” was not implemented in true letter and spirit.
\nIn 2009 EST cadre BS-9 was upgraded in BS-14 w.e.f. 01.7.2009 why this EST cadre was upgraded whether in compliance of any court order. No never. There was no any court order.
\nIn 2008, 4575 sanctioned vacant posts of ET cadre were concerted in SSE (Computer Science) BS-16 and working posts of ET cadre having prescribed qualification to SST cadre were ignored.
\nWhether any court order for changing of ETs nomenclature. No. Never.
\nThere was not any court order for merging senior cadre into lower and junior cadre.
\nSED(Dy. Secretaries with SOs) is responsible for this blunder and illegality.
\nAs per Judgment of Learned Chairman Punjab Service Tribual in appeal NOs.1545 to 1549\/2010 dt.04.10.2010 upheld by Honorale SC of PK in CPLA NOs. 16-L to 20-L dt.26.5.2011 reported as 2012 PLC(C.S) 859, ET cadre equally stand to SST BS-16 from the very first day of its service i.e. 02.9.1995.
\nHonorable Secretary, SED is humbly requested to implement rule 7-A “WITH FURTHER MOBILITY IN BS-16” as per passed recommendations of 11 members committee held on 15.6.2004, approved in letter dt.08.7.2004 and notification dt.28.7.2004 in true letter and spirit<\/p>\n
